Always use “dry” measuring cups for dry ingredients like flour and sugar, and liquid measuring cups for liquid ingredients like water and milk. This will give the most accurate result for each type of food being measured. For example, it’s easier to accurately level off a cup of flour in a dry measuring cup than it is in a liquid measuring cup. Weighing ingredients is the most accurate method of all.
